& 2) copies of my two letters to Messrs. Reiss & Co. Hongkong and

London, dated respectively the 27th and 28th inst. ( pages) for your confidential information. Mr. Carroll will, of course, be glad to answer any question you should like to ask in regard to this correspondence.

I have, of course, told my friends that it was a very delicate matter for any Government to give to any firm the assurances asked for, but that I thought considerate and obliging as our Government Depart ments always were that the Secretary of State would write them a let- ter which would satisfy them on the point.
